"The Impact of the Dioxin Issue on Resource Recovery in the United States" Waste Management and Research, Vol 5 Number 3, 1987. Co-author with Norman Steisel and Regina Morris. 14pp. Paper delves into the U.S. debate on dioxin emissions from resource recovery plants -- both in the public and scientific arenas. Specific topics covered: dioxin risk assessments, toxicity, formation in the furnace and the stack, dioxin control via combustion regulation and via emission control devices, and research needs.

"Municipal Infrastructure Neglect, Deterioration and Renewal: A Case Study for New York City", Northeastern Environmental Science, Vol. 2, Nos. 3-4, 1983. Paper describes the neglect, and subsequent deterioration of water and sewer systems in New York City -- its causes (the fiscal crisis, lack of records, inefficient operations) and the solutions (improved coordination among infrastructure departments, preparation of detailed inventories of capital stock, failure rates, and attention to short and long-term rehabilitation planning).

The potent toxin, 2,3,7,8 TCDD, its epidemiology and emission concentrations in resource recovery plants are discussed and control technologies evaluated.

The role of infrastructure financing biases, historical lack of federal involvement in infrastructure rehabilitation, and the New York City and State fiscal crises and their relationship to the decline of New York City's infrastructure systems are discussed as are the City's recent successful efforts to implement organizational improvements to reverse the trend of decline and neglect.

Paper quantifies degradation of natural water quality in the Great Lakes and New England during the last few centuries, and explores the definition of natural water quality and the utility of biological indicators. 92 pp

"The Environmental Effects of the Liquid Metal Fast Breeder Reactor", presented at a National Science Foundation Fission Energy working group meeting, August, 1974. Paper evaluates economics, safety, leaks, containment, radiation hazards, accidents, and alternative energy sources. 70 pp.

Energy at Dartmouth, June, 1974. Published report, commissioned by the Dartmouth College Trustees in a year of energy crisis, is an interdisciplinary study of the applicability of solar, geothermal and wind technologies to Dartmouth. My contribution explored underground heat storage and solar energy.

"Emissions Control Options From Waste-To-Energy Plants -- A Review", presented at the Conference on Solid Waste Management and Materials Policy, New York, NY. Feb. 11-14, l987. Paper describes the stoker, grate, furnace and emission control designs, their use and demonstrated efficiency in reducing emissions of particulate, acid gases, heavy metals and organics from resource recovery plants. Specific operating practices to minimize these emissions are also described.

"Flue Gases: Constituents, Monitoring, and Controls", -- presented at the Solid Waste Short Course sponsored by University of Maine/Maine DEP, October 20-22, l986, Portland, ME. Lecture discussed the major air pollutants from incinerators, their effects, amounts typically emitted, and the efficacy of various control strategies. Also covered: state resource recovery emission requirements and continuous emission monitoring.

"Emission Control Technologies For Resource Recovery", presented at the Brooklyn Subsection of the American Chemical Society's Symposium on Environmental Pollution in the Urban Area, Brooklyn Polytechnic University, March 15, l986. Paper explores the removal efficiency of various emission control devices used on resource recovery plants for the pollutants of concern. A major finding was that when emission control devices are operated at temperatures below about 150oC, 99% or more removal efficiency has been achieved for all the emissions of concern, including dioxins.

"The Impact of the Dioxin Issue on Resource Recovery in the United States" presented by co-author, Norman Steisel, at Elmia Waste Treatment 85 Conference, Fifth International Exhibition and Conferences on Waste Treatment, Recovery of Materials and Energy, Public Cleansing and Waste Research. Jonkoping, Sweden, September 23-27, l985.

"Discussion Paper on BACT for Resource Recovery -- From A Municipality's Perspective", presented at and published in the Proceedings of the Fourth Annual Resource Recovery Conference, Washington, DC, March 27-29, l985. paper explores the evolving definition of Best Available Control Technology for the resource recovery industry. Topics discussed include: BACT vs. LAER, the health effects of the main classes of emissions, BACT selection processes, new state standards, an evaluation of available control technologies, and the less tangible factors in a municipality's BACT selection process.

"Dioxin Control Technologies for Resource Recovery", presented at the New York State Association for Solid Waste Management's Conference, Binghamton, NY, October 1, l984. Paper explores the various schools of thought regarding dioxin control in resource recovery plants based on theory, laboratory data, and plant test data. Current theories included: thermal destruction in the furnace, chemisorption of condensation of dioxin on fine particulate and particulate removal in control devices, prior separation of chlorine-bearing constituents in the waste, and molecular destruction through intimate reaction with molten salts.

Article traces the development and use of waste composition studies over the past twenty years, from their use to design incinerators, then recycling programs, and ultimately, source reduction strategies.

Targeting Toxics in the Waste Stream, Waste Age, May 1991. Article describes the concept of pollutant precursors and their deleterious impacts on waste disposal and recycling, and presents available data on these toxics in the waste stream and the beneficial impacts to be achieved by their removal.

The talk discussed the definition of source reduction, the percentage of the waste stream with source reduction potential, waste generation rates here and abroad, comparative costs for source reduction vs. other solid waste management options, and the paradox of source reduction's top placement in the hierarchy and its lowest placement in funding for research and programs. 36 p

"What Goes In Stays In -- Does Reduction and Separation Before Incineration Work?" presented at Ashes To ?? -Problems, Perceptions and Prospects in Municipal Waste Ash Management, A Cook College, Rutgers University Short Course, sponsored by NJ Dept. of Environmental Protection, New Brunswick, NJ, June 15, 1989. Acetates for the presentation were distributed. The talk described the available research describing the inputs of metals and other pollution precursors in the waste stream vs. outputs in terms of emissions and ash. 42pp

Article defines volume and toxic source reduction, describes its environmental, natural resources and economic implications vis a vis other solid waste management alternatives, reviews the successful Berlin source reduction experiment, and suggests a number of methods for achieving source reduction.

"New York's Future Is Export", Waste Age, December, 1989. Article explores three garbage scenarios for New York City to 2010, including tonnages and costs for various levels of source reduction, recycling, incineration/ash management, and landfilling.

"Minimizing NOx", Waste Age, November, 1989. Article is a lay summary of previous technical papers describing the various technologies for reducing emissions of NOx from MSW incinerators (including source separation of yard waste, furnace and boiler designs and operations, and add-on post-combustion control devices), the low emissions achieved by these technologies in incinerator applications, and the developing regulatory requirements for control of NOx emissions.

Testimony proposes and supports emission limits which have been achieved by state-of-the-art incinerators and emission control designs, operations, and devices, operator training and certification, and the role of fuel cleaning measures such as source separation and reduction of toxics in consumer products and the waste stream, in minimizing emissions. This testimony was also submitted by the Natural Resources Defense Council.
