INFORM, Inc., Program Director, Municipal Solid Waste Research, 1988 - 1989

Designed, directed, and executed research projects pertaining to solid waste management technologies and practices analyzed from environmental and engineering points of view. Areas of concern: incineration, toxic and volume source reduction, and integrated MSW management. Published reports, articles and testimony. Served on government, professional, technical, and citizens committees to define solid waste research needs, fund proposals, and implement solid waste management strategies. Peer reviewed government and professional reports.

US Environmental Protection Agency, Region II, New York, NY; Principal Investigator, Solid Waste Research and Demonstration Grant and Doctoral Dissertation.  Developed, implemented, and evaluated effectiveness of two environmental shopping campaigns in Manhattan.   1991-1999.

Conducted NYC recycling participation rate research and statistical analyses – developed and analyzed surveys, administered to thousands of New Yorkers,  to understand reasons for the wide disparity of participation rates across the 59 community boards; presented results at conferences; published journal article

Natural Resources Defense Council New York, NY; Authored testimony/aided in negotiations on EPA Standards for Municipal Waste Combustors and Medical Waste Incinerators, 1990, 1993-1995.

INFORM, Inc. New York, NY; Senior Fellow. Authored articles and testimony on incineration, waste composition and waste prevention issues. Influenced City policy at Solid Waste Advisory Board meetings. Worked with Ohio Citizens Action to recommend retrofits to Dayton incinerator, 1990-1994.

Center for Applied Studies of the Environment, City University of New York, Research Fellow, 1992-, Co-Principal Investigator and originator of State grants for three new environmental laboratories for CUNY, including a Products and Packaging Design and Testing Lab, a Mobile Air Toxics Monitoring Lab, and an Urban Environmental Monitoring Lab.
